Rohan Manning is a Connecticut finance professional serving as chief financial analyst for the city of Middletown. He works with the Public Works Department on budget planning, forecasting, reporting, grant tracking, and contract-related fiscal analysis. As part of his responsibilities, Rohan Manning prepares recurring reports that help compare department spending, forecasts, and actual results across city operations.
Mr. Manning’s background spans public administration, aerospace, media, technology services, and corporate accounting. Before joining the city of Middletown in 2019, he worked with Pratt & Whitney in F135 program financial support. His responsibilities included contract funding analysis, monthly closing coordination, revenue contract reporting, and forecast presentations for leadership review.
Earlier in his career, he served as assistant controller and director of finance at Back9Network. In that role, he managed forecasting models, cash flow planning, management reporting, and financial statement processes. He also held finance roles at Open Solutions and ESPN, including analysis for large business units and advertising revenue tied to sports programming.
